BACKGROUND

After an extensive community engagement process, the SFPUC is building a new Southeast Community Center (SECC) at 1550 Evans Avenue, at the intersection with Third Street. The Southeast Community Center was part of the City’s historic agreement with the Bayview Hunters Point community to lessen the environmental and social impacts of the Southeast Wastewater Treatment Plant (SEP) by providing residents with educational and job opportunities. Accessible by MUNI bus and the T-line, and less than a mile from the existing Southeast Community Facility at 1800 Oakdale, the new center will include a large, special events space and multipurpose space for meetings, events, and recreation such as dance classes, gatherings, and day care services.

PROJECT GOALS

The Southeast Community Center Public Art Program aims to support the new SECC as a destination and proud neighborhood asset. The goals of the Center’s two-dimensional (2D) artwork program are to illuminate and celebrate the people, values, history and diverse culture of the Bayview Hunters Point, and provide local benefit through the direct purchase of artworks by artists who have lived, currently reside, and/or have a meaningful connection to the Bayview Hunters Point Community.

PROJECT BUDGET

$100,000, inclusive of artwork purchase, framing, delivery, and installation.

ARTWORK OPPORTUNITY + PROCESS

Up to twenty-four (24) two-dimensional (2D) artworks mounted in the corridors of the Center’s first and second floors.

SFAC staff will shortlist artists from the Bayview Artist Registry Pre-Qualified Pool who work in 2D media such as painting, drawing, photography, and collage. Shortlisted artists will be presented to the SECC 2D Artwork Program Artist Review Panel comprised of the following:

  • Community Representative
  • SFAC Commissioner
  • Client Representative
  • Arts Professional

The SECC 2D Artwork Program Artist Review Panel will score the shortlisted artists based on the following criteria:

  • Artistic excellence, innovation and originality as evidenced by representations of past work and other supporting material
  • Artist’s work is judged to be appropriate to the goals of the project
  • Artist’s meaningful connection to the Bayview Hunters Point Community

30 –  40 of the highest-scoring artists will be invited to submit images of up to 10 original artworks that are available for purchase for the Southeast Community Center 2D Artwork Program.

  • Size of unframed artwork should be no smaller than approx. 20 inches x 24 inches in any direction and no larger than approx. 48 inches x 60 inches in any direction.
  • Purchase price of individual artwork will depend on scale of artwork and market rate for artist’s work. Artists will be responsible for delivery to a specified location. Framing and installation costs will be the responsibility of the Arts Commission.

The SECC 2D Artwork Program Artist Review Panel will reconvene to score the submitted artworks. Artworks receiving the 24 highest scores will be presented to the Visual Arts Committee for approval.

SFAC staff will review the approved selection of artworks with SFPUC representatives to determine final placement prior to installation.

Note: The SFPUC is exploring the possibility of launching a rotating exhibition program at the future Southeast Community Center however this recruitment is a separate effort. Feasibility and details of rotating exhibitions are TBD.
