Fulton Street Plaza Activations Request for Proposals

Project Overview

The San Francisco Arts Commission invites artists and artist teams residing in the United States to submit qualifications to activate Fulton Street Plaza with a series of regular and predictable youth focused activations leading up to a large-scale performance or event; one project will culminate in a performance or event Fall 2024 and one project will culminate in a performance or event Spring 2025. SFAC is available to advise and provide guidance on permits. Fulton Street Plaza is an active multi-use area, projects with a degree of flexibility and adaptability will be prioritized.

Activations should have a strong community engagement component and may include collaborations with:

  • The Exhibitions Program, Children’s and Teen Services, and/or the Hormel LGBTQIA Center staff at the San Francisco Public Library
  • Community members including but not limited to local youth organizations, public schools or afterschool programs

PROJECT GOALS

  • Supporting a Shaping Legacy: San Francisco Monuments and Memorials goal of vigorous community engagement and multidisciplinary opportunities for artistic activations in public spaces
  • Family friendly
  • Replicable
  • Provide an art opportunity for artists with a meaningful connection to the neighborhood

ART IMPLEMENTATION BUDGET
Artist Contract: $57,500 each ($115, 000 Total)
(Art budget to include planning, implementation, collaboration stipends, permit fees and all applicable taxes.) Travel will not be reimbursed.

Project Description

BACKGROUND
The San Francisco Public Library (SFPL) has provided funds to the Arts Commission to commission artists to activate Fulton Street Plaza. The Fulton Street Plaza is the street between the Asian Art Museum and Main Branch of the SFPL and is an active area used for large and small-scale community events: from concerts, to skating to weekly Farmer’s Markets. The north facing Fulton Street Plaza side of the San Francisco Public Library is one of 3 entrances to the library. This site is also home to the Pioneer Monument commissioned in 1894 to depict “statuary emblematic of the significant epochs in California history” dating back to the missions’ early settlement; in 1996 a plaque was added to contextualize its colonial history, and in 2017, San Francisco's Art Commission voted to remove the Early Days bronze grouping, leaving one of its pedestals empty. In the Fall 2024, SFAC will install and host the unveiling of the Maya Angelou Monument by Lava Thomas at the South Entrance to the SFPL Main Library. Fulton Street Plaza is outdoors and can be impacted by the two adjacent buildings causing the wind to move faster and circle between the two buildings.

ART OPPORTUNITIES

Artist or artist team must be available for both Fall 2024 or Spring 2025. SFAC is available to advise and provide guidance on permits. Selection Process

SFAC staff will review the proposals with Library staff and recommend two artists/artist teams for the project. The recommended artists/artist teams will be presented to the Arts Commission for review and approval.

Arts Commission Approval: Recommendations will be submitted first to the Visual Arts Committee (VAC), a subcommittee of the Arts Commission and then to the full Arts Commission for approval. All Artist Review Panel recommendations are subject to the Visual Arts Committee and Full Arts Commission.

ARTIST SELECTION CONSIDERATIONS"
Selection Criteria for Artists and Activation Events: Artists and activation events will be selected in accordance with the Mission and Goals of the Civic Art Collection and in accordance with the criteria below. Criteria to be used when scoring an artist’s application shall include, but not be limited to the following considerations. Per City contracting requirements, artist applicants who are registered as a Local Business Enterprise will be given a rating bonus of 10% relative to other applicants.

  • Artistic Merit: Artistic Merit may be judged by such measures as originality of concept and artistic vision; the degree to which the work engages participants emotionally, intellectually, or spiritually. Artistic merit may also be credited to activation events that reflect a significant or direct relationship between the artist and distinct racial or cultural communities.
     
  • Relevant Skills & Experience: The Commission and SFPL staff shall consider the assessed ability of an artist to successfully implement a proposed project, such as the ability to work constructively with other project stakeholders, meet deadlines, willingness to resolve issues as they arise, and generally manage the demands of the project. Cultural competency and/or significant connection between the artist and the project constituency, or experience that may particularly qualify an artist to meet project goals may also be considered.
     
  • Meet Project Goals: The proposed activation events meet the specific goals of the project as defined in this RFP and in the Project Plan approved by the Commission.
     
  • The Activation Events are Appropriate to the Site: The activation events are appropriate for their intended execution and are judged to be relevant within the context of the surrounding community, and are compatible with the mission and operations of the client department.
     
  • Feasibility: Proposed activation events shall be evaluated relative to their feasibility and evidence of the artist’s ability to successfully complete the work as proposed. Factors to be considered include, but are not limited to: project budget, timeline, and the artist’s experience. The artist or artist team is available for both Fall 2024 or Spring 2025 and considers the school semester schedule in their proposal.
     
  • Public Safety and Accessibility: Activation events shall be evaluated to ensure that they do not present a hazard to public safety and comply with the Americans with Disability Act (ADA) and with all other applicable building codes. 
     
  • Artist or Artist Team’s Connection to the Neighborhood: Artist or artist team can demonstrate a meaningful connection to the neighborhood.
     
  • Community Engagement: Activations should have a strong community engagement component; proposed project has named collaborators.

Applications are available through SlideRoom, an online application system for calls for entry. There is no charge to artists for using SlideRoom. Please be sure to allow adequate time to submit your application as technical difficulties can occur. Applications that are mailed, emailed, faxed, or hand-delivered will not be considered.

Applications will not be accepted after the MAY 31, 2024, 11:59 p.m. PDT deadline.

Application materials include:

1. Resume

  • 25,000 characters maximum.
  • If you are applying as a team, please include your team/studio resume. If that is not available, please combine the individual resumes (one right after the other) of each team member into one document.

2. Project Proposal

  • 7,500 characters maximum.
  • This should be a summary of the project and culminating event, the frequency and duration of activities leading up to the culminating event; please list your collaborators/partners and how your project is relevant to the site.

3. Meaningful Connection to the Adjacent Neighborhoods or Communities

  • 5,000 characters maximum.
  • Please describe your connection to the adjacent neighborhoods or communities. An example of this connection may include if you currently reside, have resided in the SOMA, TL, or Western Addition, or have another significant connection to those neighborhoods.

4. 10 images of previous work and/or video clips

  • SlideRoom accepts all image file types up to 5MB. Images should at least 72 dpi and no larger than 1280 x 1280 pixels, videos should be no longer than 5 minutes.
  • For team application, please indicate the lead artist for each project.

5. Image and/or video descriptions

  • When you upload your images, SlideRoom will prompt you to fill out image descriptions. Please include the title, medium, dimensions, and year for each work. You may also include a brief statement (2 sentences maximum) about each work.
