The San Francisco Public Utilities Commission (SFPUC) and the San Francisco Arts Commission (SFAC) are working on a Bayview Arts Master Plan that will guide the use of approximately $12 million in art enrichment funds generated by SFPUC improvements in the Bayview over the next 20 years. These improvements include critical investments in the Southeast Treatment Plant (SEP) and the building of a new Southeast Community Facility at 1550 Evans. Through the SFPUC’s Sewer System Improvement Program (SSIP), the SEP, which is San Francisco’s largest and oldest wastewater facility, treating nearly 80% of the City’s wastewater flow, will undergo operational improvements and seismic upgrades to ensure the system reliability and to protect the health of the community and environment. The community center is part of the City’s historic agreement with the Bayview community to lessen the environmental and social impacts of the Southeast Wastewater Treatment Plant (SEP) by providing residents with educational and job opportunities.
The Arts Master Plan is being developed based on input from various project stakeholders received during one-on-one interviews, focus groups, visioning workshops and open houses, beginning in Summer 2017. Throughout this process, the Facilities and Design Committee of the Southeast Community Facility Commission has served as a sounding board for the development of the plan.
The Arts Master Plan establishes an overall vision for the public art program and goals for the artwork in the program, identifies and prioritizes locations and art opportunities, and outlines the selection process for the artwork. The master plan is intended to guide the selection and implementation of artwork projects over the next 20 years.
